NO BREAKTHROUGHS: The rival Koreas met Saturday with no clear signs of a breakthrough on exchanging high-level envoys, a key precon-dition of a U.S.-brokered agreement on nuclear inspections in North Korea. The meeting at the border village of Panmunjom was the third in less than two weeks. "We are not very much optimistic," a senior Seoul government official said. U.S. Assistant Secretary of State Robert Gallucci told the South Koreans that a high-level U.S.-North Korea meeting scheduled in Geneva on March 21 will not take place if no significant progress is made in inter-Korea talks.
