A culvert placed in the Provo River at 2230 N. Freedom Blvd. proved too small early Friday morning for the amount of water that is beginning to flow out of the mountains.
A passer-by called Provo po-lice around 12:45 a.m. Friday to report the Provo River had jumped its banks at 2230 North from 200 West (Freedom Boulevard) to 450 West. When police arrived, they found water flooding the Millrace Dental Center, 247 W. 2230 North. Initially, police believed heavy rains and spring runoff caused the river to overflow.However, they discovered a construction company had placed a culvert in the river at approximately 2230 N. 200 West and covered it with dirt to create a bridge to an area in which it is working.
The culvert proved too small to handle the amount of water flowing in the Provo River. A crew from the city Water Department used a backhoe to remove the culvert from the river Friday morning, according to a police dispatcher. Police have not yet estimated the damage to the dental center.
