Marsha R. Heaton, 23, was scheduled for a first appearance Thursday morning in 4th Circuit Court on 10 second-degree felony charges. Utah County prosecutors charged Heaton with one count of racketeering, three counts of forgery, three counts of theft and three counts of communications fraud. Heaton, who was recently dismissed, began working for the state seven years ago and worked for the Department of Human Services for five years. At a press conference Wednesday afternoon, Utah County Attorney Kay Bryson said county officials have been investigating possible money shortages at the Department of Human Services Provo office for the past four weeks. He said investigators believe more than $50,000 is missing. Investigators, however, don't know how much of the missing money may be blamed on Heaton.
