The military base-closing commission is one of the best ideas the government has had in recent years.

The commission was charged with deciding which installations should be closed and alternately which should remain open. Congressional influence - you vote for my base and I'll vote for yours - was deftly bypassed. Members of Congress and the administration could only vote the entire list up or down.U.S. Rep John R. Kasich and Sen. Byron Dorgan are proposing a joint effort to set up a commission that would review the 400,000 non-military buildings that are federally owned with an eye toward closing some of them.

Would the process work as well with civilian operations? It's worth serious consideration to find out.
