Russian culture is in distress and needs foreign aid to support artists tempted to leave the country, former Soviet President Mikhail S. Gorbachev said.

Help also is needed for architectural monuments, museums and libraries, Gorbachev said Sunday at a news conference in Bayreuth, Germany, before the opening of a five-week Richard Wagner Festival.Former German Foreign Minister Hans-Dietrich Genscher joined Gorbachev. The two will head a German-Russian committee seeking support for Russian culture.
