The photo of the wreckage of Pan Am Flight 103 is a reminder of unpunished crimes of terrorism against the United States. The State Department begins an advertising campaign this weekend offering rewards of up to $2 million for tips on bombing suspects. An advertisement in the New York Times Monday will publicize the reward being offered for information on Ramzi Ahmed Yousef, one of six men charged in the Feb. 26 World Trade Center bombing.
