The new law increases from $1 to $3 the amount taxpayers can designate - by checking off a box on their annual income-tax form.The FEC had been worried about an estimated $100 million shortfall for 1996. But with the new $3 checkoff, there will be enough money by 1996 to pay out $25.5 million toward the conventions, $128 million for general-election costs and $22 million in matching funds for primary races, the commission projected.
