Issue: Broadening the authority of local schools to require students to wear uniforms and giving parents and student organizations greater input in uniform proposals.

History: Problems caused by clothing types or colors associated with youth gangs and clothing said to detract from the learning process fueled support for SB15.Action: The Senate passed the bill 19-6.

Pros and cons: School boards already have similar authority, and opponents say the bill is a concession to gang pressures. Proponents say the bill is supported by parents both for their children's safety and because it could cost less to clothe children for school. "This is the bill parents love and students love to hate," said Sen. Robert Montgomery, R-North Ogden.
