The University of Idaho cannot play its home football games at Washington State or Boise State to meet NCAA requirements for Division I-A status, an interpretative committee has ruled. Thursday's decision marked the second time in two weeks the NCAA has turned down an Idaho request.

According to NCAA rules, all Division I-A football programs with stadiums of at least 30,000 must average 17,000 at home once every four years or average 17,000 fans at home for four consecutive years in a smaller stadium. Idaho plays its home games in the Kibbie Dome, which has a capacity of a little more than 16,000, making it nearly impossible to hit the 17,000 plateau.
