Owners claim "long-term financial viability" is threatened by "huge payrolls (that) also impair the league's competitive parity."The ad said management's proposal is needed to preserve teams in Pittsburgh, Milwaukee and Kansas City. Owners also say they're "determined to reach an agreement on a new contract so that the 1995 baseball season can begin on schedule."
