A woman who is mentally handicapped testified at a preliminary hearing this week that her former counselor fondled her at least three times despite her protests.

Milton W. Ricketts, 61, of South Ogden is charged with three counts of second-degree felony forcible sexual abuse. He is scheduled to appear in 2nd District Court on Dec. 8 for arraignment.During a hearing on Tuesday, the woman, 36, accused Ricketts of fondling her at her home. Although she could not pinpoint dates, she said it occurred more than three times but fewer than five.

Ricketts worked as a trainer for the Private Industry Council (PIC), a nonprofit organization that oversees job training and employment opportunities. The agency was responsible for making sure the woman was properly housed, clothed and that she had transportation to doctor visits.

PIC officials said Ricketts was suspended June 2. He was arrested on June 17 after counselors reported the alleged abuse to police.
