Kenneth Rexroth once wrote, "Every day all states do things which, if they were the acts of individuals, would lead to summary arrest and often execution." Jesse Helms, because of his powerful position in government, shares in the stately exemption Rexroth tells about.

An ordinary citizen who expressed widely publicized threatening remarks about our President Clinton, as Helms did, might very well be summarily arrested and confined.Carl Sandburg in his epic poem "The People, Yes" could well have had the Carolina windbag in mind when he wrote, "An empty taxicab drew up to the curb and Senator So-and-so stepped out." Jesse Helms' name would fit very well in this phrase.
