Salt Lake Police Chief Ruben Ortega promoted two lieutenants to captains Tuesday.

Judy Dencker, a lieutenant in the department's Detective Division, becomes only the second female in the city's history to be promoted to the rank. She will now lead the Community Support Division, helping administer the department's grants received from the federal crime bill passed by Congress. She will also coordinate the department's community-oriented policing in seven different districts.

"I hope to bring an ability to help the community in our joint problem of crime prevention. We can't do it by ourselves and we need the community's support and involvement more than ever," she said.

Dencker has spent most of her career in special investigations but said she is looking forward to the challenges of "breaking new ground."

She joined the department in July 1969 as a police clerk and became a sworn officer in October 1973. She has filled assignments in training, the Youth Division, Community Services Bureau, Special Investigations, patrol and traffic.

Arthur "Mac" Connole was also promoted to captain. He will become the department's community ombudsman and Ortega's administrative assistant.

Connole was hired May 1968 and has worked in training, patrol, special investigations, metro narcotics, vice and administration.
