Davis County commissioners are studying a plan to use the county's bonding capacity to build a Head Start center and lease it to the school district.
The commission tabled the proposal Monday for further study - after the commissioners returned from a groundbreaking ceremony for the center in Kaysville.Under the plan, the commission, acting as the county's municipal building authority, would sell bonds and contract for construction of the $1.3 million building, which will house the school district's Head Start program.
The district will repay the county by leasing the building and will pay all administrative and other costs, Jerry Hess, county deputy attorney, said.
The school district receives federal funds annually to help pay for the Head Start program. The funds can be used to lease, but not build, a building, according to Hess.
The county created its municipal building authority several years ago to build a center for Davis Mental Health, which leased the building under a similar contract, Hess said.
Commissioners Carol Page and J. Dell Holbrook both said they want some additional time to review the agreement, tabling the project until Wednesday's commission meeting.
