A rising percentage of doctors has agreed not to bill Medicare patients for more than the charges approved by the federal program for the elderly and disabled.

The Health Care Financing Administration said Thursday a record 65 percent of physicians have agreed this year to accept Medicare's fee schedule as full payment.The federal program pays 80 percent of the approved charges and patients must pay the rest.

Nonparticipating physicians can charge Medicare beneficiaries up to 115 percent of the Medicare allowance.

In 1993, 60 percent of physicians agreed to accept Medicare's fee schedule as full payment.
