A bill authorizing $6.5 billion for National Science Foundation programs has won House passage after approval of an amendment to deny any foundation money to colleges or universities that refuse to allow military recruiters on campus.

The bill, approved 396-22 on Wednesday, authorizes $3.2 billion for fiscal 1995 and $3.3 billion for fiscal 1996. It supports education and research programs in all sciences.The bill, which goes to the Senate, would give the foundation authorization to make grants to nongovernmental organizations to set up "debt-for-science" projects.

Under the plan, banks holding debts of poor countries that are unlikely to pay could sell the loans at a discount in exchange for the country's commitment to scientific and technological research.
