New York Mayor Rudolph Giuliani drew snickers Wednesday when he referred to the emperor and empress of Japan as being from Italy."The friendship between Italy . . ." he told Emperor Akihito and Empress Michiko during a dinner toast.

"Italy? Japan and the United States," he continued, "is a strong and a very deep one, and one that you will enhance by your visit throughout the United States."

Giuliani then uttered something in Japanese that stumped Akihito. Members of the emperor's entourage said they could not understand what the mayor said.

Giuliani aide Bill Warren said the gist of it was: "I hope all is fine and that all will be fine in the future, and I have the utmost respect for you and your accomplishments."
