Former first lady Rosalynn Carter visited a program in New York for developmentally delayed children and said she wished there were more like it.

"My dream would be for there to be a center like this in reach of every child in this country who needs help," she said Monday after watching 3- and 4-year-olds in the program, which is run by the Jewish Board of Family and Children's Services.Later she spoke about her hopes for national health insurance.

"We want mental health and substance abuse covered on par with physical health," said Mrs. Carter, who has advocated for better mental health care since leaving the White House. "You don't leave out a huge portion of people who are sick and suffering."
