Filipinos scramble to board makeshift boat near a stalled truck in Manila Thursday. Heavy rains spawned by a tropical storm triggered massive flooding in the capital, stranding thousands of people and rendering major highways impassable. Thousands of vehicles piled up as traffic came to a standstill. In Tatalon Quezon, water rose to 6 feet, sending hundreds of people onto rooftops. At least 150 families were evacuated. No casualties were reported, but residents were advised to stay in elevated areas.
