When it comes down to getting the most out of its employees, West Valley City, Layton and Clearfield may top the list among Utah's largest cities.

For the 1993-94 fiscal year, West Valley City has a ratio of 3.09 employees per 1,000 residents to rank ahead of Layton with 3.39 employees. West Valley City has 300 full-time employees and Layton has 146. Clearfield ranks third with its 3.54 city employees per 1,000 persons. It has 85 full-time employees.Another Davis city, Bountiful, has 4.51 employees per 1,000 population and ranks better than Provo, Ogden, Murray and Salt Lake City.

Steve Ashby, director of finance for Layton, said the ratio of employees per 1,000 population can indicate the effectiveness and quality of the city's work force. He said the numbers show Layton is well-organized and that taxpayers are receiving their money's worth.

Layton plans to hire an additional 10 full-time employees during the 1994-95 fiscal year. Because of a rapidly growing population that has topped 50,000, the hirings will not significantly affect its ratio of employees to population. In fact, the figure will decrease to 3.15 employees per 1,000 population in the new fiscal year.

Clearfield City Manager Jack Bippes agrees this statistic can show efficiency. He believes Clearfield has an adequate and effective work force.

But low employee-per-capita numbers can hurt police departments. However, Layton has been hiring more police officers than other types of city employees in the past several years. It will have 58 full-time police employees - including 29 patrol officers - in the next fiscal year. The police department contains about 37 percent of all Layton city employees.
