Saying it was in the city's best interest, the City Council voted Tuesday night to surplus a small, undeveloped portion of Rock Canyon Park and sell it to local lecturer Stephen R. Covey.

City officials became aware in April that Covey had constructed a fence around about 6,500 square feet of steep hillside in the park's northeast corner. Former Mayor Joseph Jenkins agreed to let Covey landscape the section of park since the city had no plans to develop it.Even though some council members felt Jenkins had done his "buddy" a favor, they agreed that the city had no use for the land and that the money from selling the property could be used to improve the rest of the park. Covey will pay the city about $30,000 for the parcel, about three times what the city paid for it.
