A POLICE OFFICER who was distributing parking permits for Fall River, Mass., residents to use during a weekend religious festival was shot three times in the chest and killed with his own gun. Raymond Cook, who lives in the building where the officer was shot, was charged with murder. . . . THE AIR FORCE'S planned launch of a Titan rocket carrying a spy satellite was scrapped Thursday because of bad weather. The flight was rescheduled for early Saturday.
