Israel and the PLO signed an agreement Monday giving Palestinians in the occupied West Bank control over education, health, welfare, tourism and taxation.

The Palestinians already have autonomy in the Gaza Strip and West Bank region of Jericho."This proves that the peace process does not end with Gaza and Jericho but will include all Palestinians in all parts of the West Bank," said the chief Palestinian negotiator, Nabil Shaath.

Palestinians are to take over West Bank schools when classes resume Thursday after summer break.

They will assume control over health and welfare services, tourism and taxation after a meeting of international aid donors in Paris on Sept. 8-10, Israeli negotiator Maj. Gen. Danny Rothschild told reporters.

The Palestine Liberation Organization is seeking money from donor nations to run the depart-ments.

Two disputes overshadowed the signing ceremony Monday.

Israel demanded that the Palestinians extradite two Gaza men suspected in the weekend slayings of two Israeli construction workers. The Muslim militant group Hamas, which opposes the autonomy accord, claimed responsibility for the killings.

The Palestine Liberation Organization hadn't said whether it would extradite the men if they were arrested.

The other dispute surrounded a planned visit to Gaza by Pakistan's prime minister, Benazir Bhutto.

Shaath arrived nearly an hour late for the signing ceremony to protest Israel's refusal to let a Pakistani diplomat into Gaza to help prepare for Bhutto's trip.

Israel said it barred Pakistan's ambassador to Tunis, T.K. Khan, from Gaza because it wasn't notified of his arrival in advance.

Under the autonomy accord, Israel remains in charge of foreign relations and external security of the autonomy areas.
