Former Provo mayor Jim Ferguson has been hired as chief of staff for Logan Mayor Darla Clark.

Ferguson, 48, will take over his duties Monday.The Logan City Council endorsed Ferguson's appointment with three votes and one abstention from Louis Brown. Brown said she would have preferred more time and information before making an endorsement.

Council member Lynn Bracken did not attend Thursday's meeting.

Ferguson replaces Mike Noonchester, who split the duties of chief of staff and transit director for the past year and a half. He has since returned full-time to manage the Logan Transit District.

Ferguson was mayor of Provo from 1978 to 1986. Between his terms there, the city - like Logan a few years earlier - switched from a three-member commission to a council-mayor form of government.

He said he prefers the council-mayor form because it allows broader participation of citizens in a representative government and also allows the administration to be conducted with one direction, from a mayor rather than three commissioners.

"Logan is to me very much a city like Provo," he said. Both are university communities, have council-mayor governments and are the largest cities in their counties.

Ferguson was selected from a field of 93 applicants and said he will spend his first week studying Logan's operations.
