British Foreign Secretary Douglas Hurd and Vietnamese Foreign Minister Nguyen Manh Cam toast after signing a record financial aid deal for Vietnam Thursday in Hanoi. Hurd wound up a two-day visit, the first to Vietnam by a British foreign secretary, by signing a package of grants and concessional loans worth $77.5 million. The package will encourage Vietnamese trade with British firms and improve Vietnam's infrastructure.
