In this peaceful hillside community, water rises to the top as the issue of this election year.

All five first-time candidates are concerned with not only the state-imposed moratorium - put in place after one candidate drew the attention of the state water engineer to low pressures and water shortages - but with expected growth.Candidates include Rob Rothermel, a retired Air Force lieutenant colonel and airline pilot; Nile Jensen, a semi-retired attorney and current chairman of the Planning Commission; Mark Bracken, an exercise physiologist; LaMar Roberts, construction coordinator for the state of Utah; and Todd Rupper, a software engineer who petitioned the Town Council about the water situation.
