That's the promise that Congress, intensifying the fight against parents who refuse to support their children, intends to send to millions of deadbeats as it writes final legislation to transform the nation's anti-poverty programs.Lawmakers expect to send President Clinton a welfare overhaul package this fall after they reconcile differences between versions passed by the House in March and the Senate in September.
The two bills propose similar reforms in child-support enforcement, reflecting a consensus that wringing money from nonpaying fathers will lift some single mothers out of poverty and reduce their families' dependence on welfare.
