Cars wait in line for fuel at the only gas station in Cozumel, Mexico, on Thursday, two days after Hurricane Roxanne hit the city. Thousands fled from torrential rains and battering winds as Roxanne, downgraded to a tropical storm, neared the Gulf of Mexico coast on Friday. The storm was picking up strength as it headed toward land north of the port city of Veracruz. The U.S. National Hurricane Center in Miami issued a hurricane watch along the Mexican coast as far north as Tampico, only 250 miles from the Texas border. A flood watch remained in effect for parts of the Texas coast.
