President Clinton on Tuesday confessed the real reason he assigned Vice President Al Gore to tackle a review of federal regulations.

"I asked him to do it because he was the only person that I could trust to read all 150,000 pages in the Code of Federal Regulations," Clinton joked.Gore, standing behind the president at a news conference on regulatory reform, rolled his eyes and seemed to wince in jest.

"At this very moment, Tipper is being treated for insomnia at the Georgetown Hospital," Clinton joked. "But he's just about through."
