A federal grand jury has indicted former Owen County resident David Shane Shelby on charges of mailing threats to President Clinton and Vice President Al Gore.

Shelby, 29, is said to have mailed two letters from the Bloomington area Dec. 7, 1994. One letter threatened the life of Clinton and the other threatened the life of Gore, authorities have said.Shelby was arrested Jan. 25 in Ogden, Utah, after he reportedly tried to mail a light-bulb bomb to Clinton and a gun to convicted mass-murderer Charles Manson. He is being held in Utah on various firearms possession charges.

It is not known when Shelby will return to Indiana to face the charges here.

Each of the two counts carries a maximum penalty of five years in prison and $250,000 in fines, Judith A. Stewart, U.S. attorney for the Southern District of Indiana, said Monday.
