Todd Alan Oviedo is accused of kidnapping and delivering Jacinto Delgado-Romero to a man known as "Sergio," who is charged with shooting and killing Romero last October.
Oviedo was profiled in the Salt Lake media in late Novemeber after he fled to avoid prosecution. The public responded by providing several leads to police, including sightings in Salt Lake and Utah counties. Investigators believe the man has been in Utah recently and may still be here.
