Former Pennsylvania Gov. Robert Casey said Tuesday he will not challenge President Clinton for the 1996 Democratic nomination. "I am not convinced that I could, at this time, sustain the extraordinary energy level required by a national campaign," Casey said in a statement. Casey, 63, underwent heart and liver transplant surgery in 1993, and his health has since been monitored closely.
