Kim Novak, Hooper, was named from among 20 applicants for the job, a new position created by the County Commission. The county also filled a second new position this week, hiring Jess Rivas, 40, Salt Lake City, as buildings and grounds supervisor.
Novak, 37, will work on a six-month trial contract with the county to manage the fair and promote events at the county's expanding fair and rodeo grounds in west Farmington.

Rivas starts April 10 as the county's first buildings and grounds supervisor, initially overseeing the Justice Complex grounds on Clark Lane in west Farmington.
Management of the county courthouse and annex grounds in downtown Farmington will be added to his duties and eventually Rivas will be responsible for the four county library buildings, three senior citizen centers and the animal control facility.
Rivas was formerly planning and construction coordinator for Evans & Sutherland in Research Park in Salt Lake City. The new county position pays $42,900 annually.
Expansion at the 60-acre fairgrounds, just west of the Justice Complex on Clark Lane at 1100 West Street, includes the first phase of a 1,400-seat indoor horse arena and events building. The building, which will be constructed over two or three years as funding is available, will eventually cost around $750,000.
The fairgrounds currently houses a rodeo arena and race track, exhibit buildings of 10,000 square feet and 4,000 square feet, two small-animal exhibit buildings and a covered large-animal exhibit area, a food court and outdoor stage.
