President Clinton will veto the Republican tax-cut plan if it passes in its present form, White House chief of staff Leon Panetta said Monday. The bill provides a $500-per-child tax credit for families earning up to $200,000 a year. House Speaker Newt Gingrich said Sunday he will send the bill to the floor this week. About 100 GOP House members believe the tax credit should go only to families earning less than $95,000 a year.
