CAPTION ONLY: TRIBES REJOICE OVER RESTORATION OF RIGHT

High Hawk, a Shoshoni from South Dakota, explains the ceremonial smoking of the peace pipe he is about to perform with Utah tribal elders as Eli Anderson and Gov. Mike Leavitt watch at the Capitol Tuesday. The ceremony, which couldn't be photographed, was in celebration of Leavitt's signing of HB149 - a bill that exempts American Indian religious leaders from a state law prohibiting smoking in public buildings. The bill passed overwhelmingly. See complete story on Page B4.
