Bumper-to-bumper traffic creeps across the Washington Baum Bridge Tuesday as North Carolina residents evacuate North Carolina's Outer Banks islands. About 200,000 residents have complied with orders to evacuate the barrier islands as Hurricane Felix barrels toward the area with its 80-mph winds. Felix is expected to hit the coast early Thursday. Islanders who have ignored the evacuation order have kept busy tying down their boats and nailing boards over windows.
