Norma Loudenslager, of Montoursville, Penn., whose daughter Jody died in the crash of TWA flight 800, covers her face during a ceremony in New York Thursday. Mayor Rudolph Giuliani presided over the ceremony, which honored hundreds of individuals for their bravery and compassion after the explosion. In Washington, two fuel-measuring probes believed by some investigators to be capable of touching off the explosion are being analyzed, sources say. Analysis at the National Transportation Safety Board's laboratories is expected to indicate whether the probes might have short-circuited and sparked the explosion inside the nearly empty fuel tank. One of the probes showed signs of "petaling," characteristic of metal damaged by a violent blast.
