The visionaries attempting to create Utah County's newest city say it might some day become one of the largest.

A group of developers is working to make Eagle Mountain the first town incorporated in Utah County since Vineyard a decade ago. The proposal entails building a town from scratch on 27,000 acres west of Lehi in Cedar Valley."It's not very often you get the opportunity to do something like this," said Robert B. Lynds, manager of Eagle Mountain LC, the development firm for the project.

"We kind of like to think of ourselves as the city of tomorrow with the values of the past."

Lynds is directing the effort to set up municipal services such as sewer, water, electricity and gas. Town planners hope to eventually build their own city hall and start police and fire departments.

Lynds said Eagle Mountain could boast a population as large as that of Provo within 20 years. The area is attractive for people who work in Salt Lake City or Provo and don't mind the commute in exchange for tranquility, he said.

However, the first obstacle developers must overcome is getting the approval of the Utah County Commission. The commission received a certified petition for the town's incorporation during a meeting this week.

State statute says commissioners must authorize an independent feasibility study within 90 days of receiving a valid incorporation petition. Within 180 days, the commission must receive results of the study and hold a public hearing.

Utah County Commission Chairman Jerry Grover said he doesn't necessarily favor or oppose the creation of Eagle Mountain, but he will evaluate the proposal on how well it meets legal qualifications.
