When a bicycle motocross track was moved from county-owned land in Murray to a county-owned South Jordan parcel, the "not in my back yard"complaints started. Then a couple of businesses chimed in.

Now the City Council has issued a resolution asking Salt Lake County officials to relocate the bicycle racetrack. But the County Commission has said "no.""The county has no intentions of moving it and there is no reason to move it," Salt Lake County Commission Chairman Brent Overson flatly stated this week. "It's a great location and there are hundreds of kids and parents who enjoy and benefit from this."

Others disagree, including the entire City Council, which voted to issue a statement asking the county to "immediately and permanently terminate the BMX bicycle racetrack activities."

In August, city officials approved the resolution asking the county to relocate the county-owned Twin Peaks Supercross BMX facility near 5200 West and 9800 South - an area city officials say is within South Jordan's proposed municipal expansion limits.

The resolution was drafted and approved on the strength of dozens of complaints of area residents, businesses and land developers who have repeatedly told city leaders the track directly impacts them.

"They're loud, they kick up a ton of dust and they're directly impacting me and my family," Jim Turner told a City Council in August. "They go from 6 to 9 (p.m.) and sometimes have the lights on all night."

Overson was less than sympathetic, however. "I can appreciate the city making that request, but the truth is most of the complaints are unfounded."

South Jordan City Administrator Dave Millheim said he was disappointed with the county leaders' decision.

"I suppose that is (Overson's) opinion, but we feel there are legitimate problems with the track," Millheim said.

Chuck Coleman, managing partner with Ryder Homes of Utah, said he would not have purchased some 90 acres that adjoin the track if he had known the facility was going in.

"(The county) knew a 238-lot subdivision adjoining the area was approved, and they picked a poor place for (the track) and didn't tell anybody about it," Coleman said.

He referred to six property owners - including Glenmoor Golf Course, Kennecott Copper and Interstate Brick - that the county parks and recreation department said they contacted, but didn't, according to letters from each of the individuals stating otherwise.

"The bottom line is the county did not do this properly, and they did not act on good faith. It also appears they have a different set of rules for Murray than South Jordan," Coleman said.

Overson responded that the developer's allegations were unsubstantiated and accused Coleman of "drumming up opposition" for the project. The commissioner also said he "can't believe one single solitary business has a legitimate complaint about this - it doesn't impact them."

The BMX park, designed to race 20-inch, nonmotorized bicycles, is located near the Welby Gravel Pit.

Before the move to its current location, the track was on 31/2 acres in Murray near 700 West and 5600 South near Riverview Park for 16 years. But in June of last year, residents of that city who lived near the facility complained the noise and dust from the track were too much for them to handle.

Murray officials then went to the Salt Lake County Commission in August 1995 and asked for the track to be relocated, which took place in May.

South Jordan's request is now a moot point, since the parks and recreation department denied the resolution.

"The present BMX facility is serving a recreational need for a group of county citizens that may well otherwise not be addressed," Lynn Davidson, chairman of the county parks and recreation board, wrote to commissioners last month. "We believe the (track) is a meaningful component in the wide variety of facilities provided by the county for the betterment of the entire community."
