I am opposed to Proposition No. 6 on the Nov. 5 ballot for several reasons.

The Utah Constitution presently guarantees a presumably free mandatory education for all children in grades K through 12. Higher education is a voluntary elective program financed mainly by tuition fees, state funds, grants and private donations.There is a tremendous amount of money spent on traveling from state to state for sporting events by both men's and women's athletic programs. How much value is this to the education process?

College presidents, in addition to a salary and benefits, are also provided with a residence. I believe that there are too many high salaries and exorbitant administrative expenses in both educational entities, which need to be cut.

This Proposition No. 6 puts an effective date as Nov. 5, the date of the vote. Why? All of the other propositions on the ballot become effective on Jan. 1, 1997. There must be some hidden tax incentive motive.
