The Davis and Weber Canal Co. has secured a loan from the State Water Board for $3 million to finance phase one of Clinton's secondary water project.

The loan, which was approved Friday, will be repaid at 5 percent interest over 35 years."It's what we expected to receive," company manager Floyd Baham said.

The canal company will now finish plans for the secondary water system, and Baham said the project will go to bid in January.

"Depending on the weather, we could be under way by March 1," he said.

Phase one mainly includes the west side of Clinton. Baham expects the first phase to be completed by Aug. 1 and believes some residents will be able to enjoy the benefits of secondary water by late summer.

Baham said the canal company will seek separate funding from the state for the two other phasesin future years. Total cost for all secondary waterline installation in the city is estimated to be $6.5 million to $7 million.

Baham said the city has also planned for secondary water in new subdivisions by requiring developers to install hookup lines during construction. He said 13 subdivisions now under construction in the city have secondary waterlines going in - even though some of them won't actually have water available until phase two or three.

"We didn't want to tear them up later," Baham said of the new subdivisions.

City manager Dennis Cluff expects the secondary water system to save the city millions of dollars because it will delay the need for future culinary water expansion.

"It's a real positive thing," Cluff said.

The cost of secondary water depends on lot size, and residents face mandatory hookup when the lines come down their street. The price for lots less than a half acre is $200 for the initial hookup and $200 each year for unlimited water thereafter.

In addition to serving Clinton, the Davis and Weber Canal Co. also supplies water to West Point, Kaysville and parts of Syracuse. The company has offices west of its Sunset reservoir on 1300 North.
