Russian troops pass war-torn buildings as they patrol the streets of Grozny, Russia, Wednesday. Ducking rebel sniper fire, emergency workers scrambled Tuesday to restore water and electricity knocked out by Chechen rebels last week in a surprise attack. Russian troops have tried to pick off the rebel snipers still operating but without apparent success. At least nine Russian soldiers have been killed and 11 wounded in Grozny in rebel attacks since Monday, ITAR-Tass reported. There was no word on rebel casualties.
