Brad Davis, a Salt Lake City police officer, carries a torch for the Utah Special Olympics Wednesday from the steps of the state Capitol. Runners from local, state and federal law enforcement agencies as well as Special Olympics athletes are carrying the flame from Salt Lake County to Utah County, where it is scheduled to enter the Brigham Young University track at 6:30 p.m. Thursday to begin the Utah Special Olympics 1996 Summer Games. The Special Olympics benefit citizens with mental retardation.
