A Greenpeace activist tries to prevent a whaling boat from returning to the hunt Friday in Norway. About 40 of the environmental activists chained themselves to four whaling boats Friday, tied the boats together and swam around them. Norway has faced protests, boycotts and sabotage since resuming its commercial whale hunts in 1993 after a grudging six-year break. The hunts have continued, even though whale meat sales are so slow that the industry is subsidizing prices. This year, Norway nearly doubled whale hunters' annual quota from 232 to 425 minke whales, despite the meat surplus.
