Cartoonist Jeff MacNelly, who draws the comic strip "Shoe" and has won three Pulitzer Prizes for political cartooning, got a down-home pat on the back: Virginian of the Year. MacNelly, 48, who lives in the Blue Ridge Mountains, was honored by the Virginia Press Association on Saturday. He started his career in Virginia at the now-defunct Richmond News Leader and has been an editorial cartoonist for The Chicago Tribune since 1982.
