A road is washed out by floodwaters coming from a spillway of a dam at Lake Don Pedro, Calif., Friday after major storms hit the area. Governors of five Western states have declared a state of emergency in 84 counties since a series of nonstop storms began Dec. 26. At least 22 deaths have been blamed on the storms.
