Incumbent Jerry W. Stevenson defeated City Councilwoman Lyndia Graham by 435 votes to earn his second term as Layton's mayor. It marked the first time in 16 years that an incumbent Layton mayor grabbed a repeat term.

In the City Council race, incumbent Stuart Adams was the decisive winner with 3,328 votes. Taking the second open council seat was Renny Knowlton with 2,988 votes. It was a sweet win for Knowlton after two unsuccessful attempts the past four years, including a narrow 11-vote defeat in 1995.
