Tom Dolan set a modern-day record here Tuesday in winning a second consecutive term as mayor.

Since 1969, mayors seeking re-election have been defeated, but Dolan beat political newcomer John Locke, a retired steel fabricator who moved to Sandy seven years ago.Sandy voters weren't totally kind to incumbents, however.

At-large Councilman George McNeill was defeated by former Councilman John Winder. McNeill defeated Winder four years ago; now Winder returns the favor.

Councilman Scott Cowdell kept his seat, defeating challenger John Goldhardt in District 1, which includes the old downtown of Sandy.

Cowdell opposed Jazz owner Larry Miller's project for the old Jordan High School, saying its 10-story commercial tower was too tall for the neighborhood.

Goldhardt, a city planning commissioner, voted to approve the development. Apparently that didn't sit too well with District 1 voters.
