Kennedy and Newark International Airports soon will stop charging for the use of baggage carts in the international-arrivals area, the Port Authority of New York & New Jersey announced. Unlike at most international airports outside the United States, where there is no charge for carts, the airports charged $1.50, prompting many complaints from arriving passengers. On average, international passengers carry more luggage than domestic passengers, and a cart is a virtual necessity during the trek through customs. The airports will continue to charge for the self-service carts in the domestic terminals.
