I appreciate Orrin Hatch's explanation of why he supports the kid care bill published in the Deseret News. I can understand his reasoning and I hope that he will take a minute to understand why I still oppose this kind of a bill.

First, it goes against the Constitution. If you read the document itself you will find that the federal government has no power to enact the Kennedy-Hatch plan.Second, the plan will be duplicating or overlapping a number of state efforts. A number of states already have programs in place that deal with this problem, and the rest of the states should be encouraged to do so as well if the plan is as good as Hatch says it is. Money going all the way to the federal government and back is less efficient and easier to defraud than money that stays within a given state.

Third, a new federal program is like a snowball at the top of a very high mountain. Once the program is in place, you can safely bet that numerous attempts will be made to amend the law to broaden its scope, tie strings to the money given to the states and increase the tax base that funds the program.

Please withdraw your support for this measure, Senator Hatch. It does have noble-sounding aspirations, but in the end it will create far more problems than it solves.
